quotecloud_publish_template

Publish a structurally present, validation-clean draft or unpublished company template version and demote any previously published version in the family to legacy; blocking validation errors stop publication while warnings pass. This changes company-wide template availability, requires templates:write, manageDocumentTemplates, templates.metadata, and explicit ADR-009 confirmation. System templates are immutable and return 403. MCP publication does not create publishedDocumentDataKey, so dashboard restore-resync cannot recover a later-pruned MCP-published version from a publication snapshot.
