quotecloud_create_template_from_document

Validate a company document, then save it as a new draft company template through the dashboard document-to-template copy machinery. This creates a template visible across the company, requires templates:write, manageDocumentTemplates, templates.metadata, and explicit ADR-009 confirmation. It never edits a system template. Content edits after creation use the separately dual-gated authoring tools.
