quotecloud_archive_or_restore_template

Archive a published company template version as unpublished, or restore an unpublished version as the family publication while demoting the prior publication to legacy. This changes company-wide template availability, requires templates:write, manageDocumentTemplates, templates.metadata, and explicit ADR-009 confirmation. System templates are immutable and return 403.
